In frying pan, cook beef and onion, drain off fat. Stir in seasonings and tomatoes, cook for 20 minutes or until thickened, stirring occasionally. Stir in green pepper. Meanwhile in a 2 liter baking dis, toss together potatoes, flour and oil. Spread evenly on bottom of dish. Spoon meatmix over top, bake, covered for 45 minutes. Sprinkle with cheese, bake uncovered for 5 minutes. Sprinkle green onions around edge.
